Excise Exemption Amended: Manufacturers Must Obtain ISRO Certification for Launch Vehicle Systems, Confirm Use in Projects
The Central Government amended Notification No. 405/86-C.E. concerning excise exemptions for launch vehicle systems and sub-systems. The amendment requires manufacturers to obtain a certificate from an officer of the Indian Space Research Organisation, at least at the rank of Assistant Scientific Secretary, before clearance. This certificate must detail the description and quantity of the systems and sub-systems and confirm their intended use in specified launch or satellite projects. Additionally, within five months of clearance, or an extended period approved by the Assistant Collector of Central Excise, a second certificate must confirm the actual use of these systems in the projects.
