Effective April 1, 1989, a 'fuel efficient motor car' is defined as one certified to achieve specific fuel efficiency standards: at least 22 km/l for engines up to 800 cc and 20 km/l for engines over 800 cc. Certification is based on tests conducted by designated agencies, adhering to specified conditions. Additionally, the validity of certain provisions has been extended from six months to one year.
