Issued under the Central Excises and Salt Act, 1944, it specifies that goods listed in the annexed table, such as buttons, ballpoint pens, pencils, and other items under specified headings, are exempt from excise duty. However, ink-pads under heading 96.12 are subject to a 15% ad valorem duty. This measure is enacted in the public interest to reduce the excise duty burden on these specified goods.
