      Amends Exchange Rate Notification No. 113/2014-Customs (NT) effective from 18th December, 2014
      Summary: Amendment replaces Serial No. 1 in Schedule-II of Notification No. 113/2014-CUSTOMS (N.T.) to revise the rate of exchange for Japanese Yen with distinct figures for import and export valuation, and declares the revised rates effective from the stated implementation date; the notification also corrects the descriptive caption of the rate measurement in the schedule.

      Summary: The amendment substitutes Regulation 4(5) to provide that deposits held in accounts maintained with an authorised dealer by any multilateral organisation and its subsidiary/affiliate bodies and officials in India of such multilateral organisations, of which India is a member nation, are governed by the Deposit Regulations.

      Income-tax (13th Amendment) Rules, 2014 - Percentage of Government Grant for considering university, hospital etc. as substantially financed by the Government for the purposes of Section 10(23C)
      Summary: A new rule states that a university, educational institution, hospital or similar institution is considered substantially financed by the Government for any previous year if the Government grant to that institution exceeds fifty percent of its total receipts for the relevant previous year, with total receipts including any voluntary contributions.

      Section 10(46) of the Income-tax Act, 1961 – Central Government constituted "Karnataka Electricity Regulatory Commission" for dealing with specified income.
      Summary: Notification under section 10(46) exempts specified income of the Karnataka Electricity Regulatory Commission for financial years 2014-2015 to 2018-2019, comprising grants and loans from the Government of Karnataka, statutory fees, and interest from investment, subject to conditions that the Commission shall not engage in commercial activity, its activities and the nature of specified income remain unchanged during the year, and it files its return of income as required by clause (g) of sub-section (4C) of section 139.

      Summary: The Foreign Exchange Management (Deposit) Regulations, 2000 have been amended to exempt deposits held with Authorised Dealer Category I banks by any multilateral organisation of which India is a member, and their subsidiary/affiliate bodies and officials in India, thereby aligning these organisations with the prior exemption afforded to the United Nations and its bodies; the amendment was notified via the Foreign Exchange Management (Deposit) (Amendment) Regulations, 2014 and communicated to AD Category I banks, subject to other statutory permissions.

      Summary: All Authorised Persons who are Indian agents under the Money Transfer Service Scheme must direct correspondence and submit prescribed statements and returns to the Regional Office of the Reserve Bank's Foreign Exchange Department having jurisdiction over their registered office, to avoid delays from sending material to the Central Office; other procedural instructions under the Scheme remain unchanged and the directions are issued under the Foreign Exchange Management Act.
