      Summary: Notification exempts a class of registered persons from furnishing FORM ITC-04 for the period July 2017-March 2019 under a special procedure, while requiring them to report challans for goods dispatched to job workers but not received or supplied as of the cut-off date, to be entered in the designated serial number of FORM ITC-04 for the subsequent quarter.

      Amendment in Notification No. S.O.22 /P.A.5/ 2017/S.148/2018, dated the 27th February, 2018
      Summary: The amendment excludes supplies of development rights from the applicability of the earlier Punjab GST notification where such supplies occur on or after a subsequently specified date, and declares the amendment to be deemed effective from 1 October 2019, thereby narrowing the temporal and substantive scope of the original notification.

      Insolvency and Bankruptcy Board of India (Insolvency Resolution Process for Corporate Persons) (Third Amendment) Regulations, 2019.
      Summary: The amendments insert a rule that an authorised representative shall cast votes for each financial creditor or on behalf of all financial creditors he represents, re-order payment priority so operational creditors are paid before financial creditors and dissenting financial creditors are paid before consenting ones, expressly permit restructuring by merger/amalgamation/demerger, and introduce mandatory electronic filing of specified Forms by insolvency professionals with defined timelines, Board-modifiable Forms, monthly late fees per Form, and Board remedies for non-filing, inaccuracies or delays.
