Summary: The proposal mandates electronic challans from the GSTN with a CPIN that converts to a CIN upon bank acceptance, prescribes three payment channels (online through authorised banks, over the counter at authorised banks subject to a ceiling, and RTGS/NEFT through any bank), and centralises fund and information aggregation with the RBI. The system limits post filing challan corrections, expands bank participation via RBI e Kuber, aims to simplify reconciliation through e scrolls, but curtails payment by book adjustments and export scrip debits and may complicate accounting by omitting jurisdictional codes on challans.

Summary: Clause P of the Finance Act places transportation of goods on the negative list for road (with exceptions), sea/air up to customs clearance from abroad, and inland waterways, while excluding services of a goods transport agency and courier agency; section 65B definitions determine scope. GTA supplies remain taxable under separate provisions with specific exemptions and abatements; reverse charge continues in specified cases. Administrative clarification excludes rail, domestic air and coastal vessel transport and GTA services from the negative-list entry. Agents for inland-waterways transport are treated as ancillary and not covered by the entry.
