Summary: Section 84 IPC exempts from criminal liability those who, by reason of unsoundness of mind at the time of the act, were incapable of knowing the nature of the act or that it was wrong or contrary to law. The crucial inquiry is the accused's mental state at the time of commission; the accused must prove mental disorder by expert and other evidence against a rebuttable presumption of sanity, while the prosecution continues to bear the burden to prove mens rea beyond reasonable doubt. Mere abnormality or eccentricity is insufficient to attract the exception.

Summary: The Commission noted that Sikkim reported devolution of all 29 Eleventh Schedule functions to 189 PRIs but that PRIs earn negligible own revenues and rely largely on central and state transfers. Audit observations and PRI representatives identified gaps: non implementation of the new accounting format, absence of a certification system for PRI accounts, and incomplete functional and accounting transfers. PRIs requested measures to mobilise own revenues (market fees, parking), immediate constitution of a Property Tax Board, and implementation of accounting and certification reforms; the Commission recorded these concerns for its recommendations.
Summary: Re-issue auctions for four central government stocks will be conducted by the Reserve Bank of India through price-based, multiple-price auctions with specified notified nominal amounts and an option to retain additional subscriptions within an overall limit. Both competitive and non-competitive bids must be submitted electronically on the E-Kuber system within prescribed time windows; up to a capped share of each notified amount is reserved for eligible individuals and institutions under the Non-Competitive Bidding Facility. Stocks will be eligible for "When Issued" trading under RBI guidelines.
Summary: The Task Force serves to promote bilateral investments by addressing regulatory and transactional impediments, including the tax treatment of ADIA subsidiaries at ADGM, implementation of air services arrangements, resolution of DP World expansion issues, and use of the 'UAE PLUS' desk and 'Fast Track Mechanism' to expedite investment facilitation. It also prioritises bilateral judicial cooperation for recognition and enforcement of civil and commercial judgments and arbitration awards, renegotiation of the promotion and protection agreement into a Bilateral Investment Treaty, and expanded access for financial and technology services at ADGM.
