Summary: Procedural documents and certified forms are aids, not substantive prerequisites; where primary records establish entitlement, the Assessing Officer must allow admissible deductions or exemptions even if supporting certificates are produced after filing, and appellate authorities may accept late documents and remit to the AO to verify facts and quantify relief.
      By: Dr. Sanjiv Agarwal
Summary: The Finance Act, 2012 adopts a negative list approach and introduces interpretation principles for bundled service descriptions: bundled services comprise combined elements of different services and require distinct tax treatment; the most specific description prevails; naturally bundled elements are treated as a single service reflecting their essential character, whereas artificially combined elements are classified to yield the highest service tax liability; input or ancillary services are not to be treated as the main service.

Summary: The government launched the STAR National Skill Certification and Monetary Reward Scheme to incentivise vocational training by conditioning a monetary reward on successful assessment and certification by qualified assessors. Skills are benchmarked to National Occupational Standards and delivered through a public-private architecture using sectoral training partners and quality assurance processes. The reward is administratively disbursed only upon certification, aiming for large-scale, inclusive skilling and rural outreach through linkages with employment programmes.
Summary: Announcement of the Reference Rate for the US dollar and the Euro establishing domestic rupee benchmarks, comparing them with the prior business day levels. Using the US dollar reference and middle cross currency quotes, corresponding rupee exchange rates for the British pound and Japanese yen are provided, and the SDR Rupee conversion is stated to be based on the published reference rate.
Summary: Operational efficiency in Indian banking has improved markedly-lower operating expense ratios, higher staff productivity and better profitability-driven by technology and structural changes, with Public Sector Banks narrowing gaps with peers. However, allocational efficiency has deteriorated: rural branches, small-value accounts, and credit to agriculture and small industries have declined while deposits and credit concentrated in metros and large borrowers. Regulatory measures (priority sector norms, rural branch mandates, Business Correspondents, Financial Inclusion Plans) and internal reforms (process reengineering, technology, HR and governance changes) are necessary to align operational gains with inclusive allocational outcomes.
Summary: A financial intermediary loan was signed between Government of India, National Housing Bank and the World Bank to finance a Low Income Housing Finance Project. NHB will implement a refinancing mechanism-directly or through Qualified Intermediary Institutions-to refinance low income housing loans made by Qualified Primary Lending Institutions, combined with capacity building and project implementation to expand lender participation, loan volumes, borrower coverage, and maintain portfolio quality over a five year period.
