      Summary: The principal legal issue is whether input tax credit on motor vehicles acquired as demo units is permissible under the GST exclusion for certain passenger vehicles, and whether subsequent sale of those demo vehicles satisfies the statutory further supply exception. Advance rulings are split: some permit ITC treating resale as further supply, others deny ITC on a literal view that demo use converts vehicles into second-hand goods outside the exception. In view of uncertainty and absence of clarification, a cautious approach is to avoid claiming ITC on purchase and instead apply a margin-based tax at resale.

      Summary: The Central Board of Indirect Taxes & Customs substitutes TABLE-1, TABLE-2 and TABLE-3 of the principal Customs (N.T.) notification to prescribe updated tariff values for specified edible oils, brass scrap and areca nuts (USD per metric tonne) and to set unit tariff values for defined forms of gold and silver with explanatory scope, effective from 30th July 2022.

      Seeks to extend dates of specified compliances in exercise of powers under section 168A of Puducherry Goods and Services Tax Act, 2017
      Summary: Extends time limits for issuance of orders for recovery of tax and irregular input tax credit and excludes a specified interval from computation of limitation for issuance of recovery orders relating to erroneous refunds and for filing refund applications, thereby pausing the running of statutory limitation periods and modifying earlier notifications; the measures take effect from the commencement of the excluded interval.

      Amendment in Notification G.O. Ms. No. 2, dated the 3rd January, 2018
      Summary: The amendment substitutes the previously prescribed cutoff date "30th day of June, 2022" with "28th day of July, 2022" in the cited notification and states that this amendment shall be deemed to have come into force with effect from the 5th day of July, 2022.

      Seeks to exempt taxpayers having AATO upto Rs. 2 crores from the requirement of furnishing annual return for FY 2021-22
      Summary: Registered persons whose aggregate turnover in financial year 2021-2022 does not exceed two crore rupees are exempted, under the first proviso to section 44 of the Puducherry Goods and Services Tax Act, 2017, from furnishing the annual return for that financial year by notification issued by the Commissioner of State Tax on the Council's recommendation.

      Nomination for Mutual Fund Unit Holders – Extension of timelines
      Summary: Extends the timeline for mutual fund investors to submit nomination details or a declaration opting out of nomination. Investors subscribing to mutual fund units on or after October 1, 2022 may choose either the nomination form or the opt-out declaration, in physical or online form. Physical forms require wet signatures of all unit holder(s), while online forms may be validated through e-Sign or two-factor authentication using an OTP sent to the registered email or phone number.

      Framework for automated deactivation of trading and demat accounts in cases of inadequate KYCs
      Summary: Where all designated MIIs fail to effect physical delivery of a SEBI SCN/order and obtain a signed acknowledgement at KYC-linked addresses, MIIs shall, after prior email/SMS notice and within a specified operational window from the last unsuccessful delivery report, freeze debit and credit of all trading and demat accounts of the entity identified by PAN. Pending pay-in/pay-out and open positions may be settled. If any MII effects service and obtains acknowledgement, accounts remain active but KYC records across accounts must be updated and confirmed to the KRA. Reactivation requires proof of address, the signed acknowledgement, KYC update by the registered intermediary, and MII confirmation, with mandated short timelines for inter-party communication.

      Extension of Customs clearances beyond normal working hours in Inland Container Depot(s)
      Summary: Pr. Chief/Chief Commissioners may designate Inland Container Depots for extended customs clearance in one of three modes: round the clock clearance, seven day clearance with stipulated hours, or specified extended hours on certain days. Designation can be limited to specified import/export categories (facilitated Bills of Entry, reefer/perishable exports sealed before Customs, free Shipping Bills) or cover all such categories. Authorities must consider trade requests, volume and commodity nature, involvement of other agencies, custodians' arrangements and cost recovery; ensure staffing and logistics; issue Public Notices and Standing Orders; and inform the Board by email.
