Summary: Manual scrutiny norms target ST 3 returns of small assesses across tax bands, with emphasis on reconciling ST 3 and income tax returns, cross verifying TDS/26AS, and documentary proof for exempted, abated and exported services. Examiners will scrutinise input tax credit eligibility on capital goods, inputs and input services, timing and reporting in ST 3, Rule 6 adjustments and advance tax reconciliations, valuation rules, pure agent treatment, and reverse charge liabilities arising from imports and domestic ledger classifications. Exhaustive disclosure, SOPs and reconciliations are recommended to mitigate penalty risk.

Summary: The Circular establishes a two-tier scrutiny procedure for Service Tax returns: online preliminary checks in ACES for completeness, arithmetic accuracy and timely filing, and risk-selected detailed manual scrutiny focusing on taxability, classification, valuation, admissibility of exemptions/abatements/exports and correct availment/utilization of CENVAT Credit. Selection is risk-based and finalized by division-level commissioners, prioritising smaller assessees within set tax bands and excluding recently audited entities. Prior intimation and confidentiality of risk data are required; scrutiny is supervised at Range and Divisional levels, documented via Observation Sheets, and reviewed monthly.

The Prime Minister noted State concerns that the 2013 Act impeded rural development projects and said an Ordinance was issued to address these constraints while ensuring farmers receive entitled compensation; he invited further State suggestions as the matter awaits review by the Parliamentary Standing Committee.
