      Summary: Amendment inserts a Nil duty entry exempting sugar exported under a valid Advance Authorization issued by the Director General of Foreign Trade or an authorized officer, subject to conditions: exports in proportion to imported raw sugar under the Authorization; Authorization not invalidated; no procurement of raw sugar from the domestic market; and submission at port clearance of a bill of entry evidencing import under the Authorization to the jurisdictional proper officer of customs.

      Discontinuation of Reporting of Bank Guarantee on behalf of service importers
      Summary: Authorised Dealer Category-I banks are directed to discontinue submitting reports of invocation of bank guarantees issued for service imports; they must, however, maintain records of such invocations and furnish details to the Reserve Bank when requested. The Master Direction on reporting under the Foreign Exchange Management Act will be updated to reflect this change, and the circular is issued under Sections 10(4) and 11(1) of the Act.

      Sale of goods at Duty Free Shops in Indian Currency
      Summary: Passengers may purchase goods at duty free shops in Indian currency up to the revised limit aligned with RBI rules; customs commissioners must inform DFS operators, ensure display of the facility and limit at shops and websites, and require display of prices in Indian Rupees and the applicable exchange rate (commercial bank rate or CBEC fortnightly rate). Operators must be familiarized with procedures for duty free procurement of excisable goods and any implementation difficulties should be reported to the Board.
