      By: Dr. Sanjiv Agarwal
Summary: Composition/Compounding scheme under GST permits optional registration for small taxpayers subject to an upper turnover ceiling and a floor tax rate to simplify compliance, while the Revenue Neutral Rate is an analytical single rate that preserves government revenue and is conceptually distinct from the standard rate; administrative rules include a 15-digit PAN-based GSTIN structure, periodic return filing by taxpayer class, and a prohibition on revising returns, with returns filed without tax payment treated as invalid for invoice matching and fund settlement.
      By: DR.MARIAPPAN GOVINDARAJAN
Summary: Chapter XIV of the Customs Act, 1962 prescribes a tiered penalty regime for improper importation (s.112), attempted improper exportation (s.114), short levy or non levy (s.114A), use of false documents (s.114AA), non accounting for goods (s.116), and residual contraventions (s.117), with differentiated sanctions by category of goods, mechanisms for reduced penalties upon timely payment of assessed duty and interest, and provisos addressing appellate adjustments and overlapping offences.

Summary: Micro and Small Enterprises Facilitation Councils (MSEFCs) must be constituted with three to five members and decide references within ninety days; central follow up with States/UTs supports timely disposal. Separately, the Framework for Revival and Rehabilitation of MSMEs permits enterprises to seek revival via bank constituted Committees including bank representatives, State Government representatives, experts, regional/zonal bank heads and the officer responsible for MSME credit, with the Ministry and RBI issuing and revising the Framework respectively.
Summary: The address assesses monetisation of social exchanges and allocation mechanisms, highlighting that objections often arise from unequal endowments and coercive circumstances rather than the monetary medium itself; it links rising domestic inequality to differential skill acquisition and argues that legitimising markets requires broadening access to education, healthcare, and nondiscriminatory employment, combined with calibrated student-loan policies, protection from predatory institutions, and enhanced philanthropy to subsidise access while preserving research-driven university teaching.
Summary: Reference rate for the US dollar is announced as the operative market benchmark and used to derive rupee exchange rates for other currencies via cross currency middle rates; the release provides day to day comparisons for euro, pound sterling and yen and specifies that the SDR Rupee rate will be based on this reference rate.
Summary: Measures expand simplified taxation and deductions for small taxpayers: the maximum deduction under Section 80C has been increased subject to an additional National Pension System contribution, and the scope of the presumptive taxation regime has been extended by raising turnover thresholds for small businesses and for professionals to qualify for presumptive assessment.
