      Summary: The amendment inserts SCOMET entry 1E allowing export of Chloropicrin and Methyldiethanolamine to State Parties to the Chemical Weapons Convention without an export authorisation, provided exporters notify designated national authorities within thirty days in the prescribed format with an End Use Certificate and submit the destination bill of entry to DGFT; exports to States not Party to the Convention remain restricted and require export authorisation with a government signed End Use Certificate and submission of the bill of entry post export.

      Prohibition on import of milk and milk products from China
      Summary: Prohibition on import of milk and milk products from China is extended until port-of-entry laboratories are suitably upgraded to test for melamine, covering milk and milk products including chocolates, confectionery and other food preparations with milk or milk solids; the extension amends ITC (HS) 2017 Schedule 1 under powers of the FT (D&R) Act and the Foreign Trade Policy 2015-2020.

      Summary: The corrigendum amends Notification No. 03/2019-State Tax by replacing "business verticals"/"vertical" with "places of business"/"place of business" in instruction 12, revising the suspension note to state that suspension of registration is revoked effective from a specified date, and altering Clause 28(a)(ii) to require "pre-deposit of 20% of the disputed tax" instead of "disputed admitted tax."

      Summary: Amendments require that the input tax credit of Integrated tax be exhausted completely before any input tax credit of Central tax or State/Union territory tax may be utilized; thereafter Integrated tax credit may be apportioned in any order and proportion towards Central and State/Union territory liabilities. The Board clarifies that the common portal will continue pre-amendment functionality until updated, advises issuance of trade notices, and invites reporting of implementation difficulties.

      Clarification regarding filing of application for revocation of cancellation of registration in terms of Removal of Difficulty Order (RoD) number 05/2019-Central Tax dated 23.04.2019
      Summary: Applications for revocation of cancellation of registration under section 29(2) are permitted only after all returns due up to the date of cancellation are furnished and amounts paid; where cancellation is retrospective and the portal prevents post cancellation filing, an application may nonetheless be filed provided all returns for the period from the effective date of cancellation to the revocation order are filed within thirty days of the revocation order.

      Implementation of MOU between India and Mozambique for import of pigeon peas and other pulses grown in Mozambique
      Summary: Imports of pigeon peas and other pulses from Mozambique under the MOU are allowed for the 2019-20 fiscal year subject to conditions: import only through five specified ports; mandatory Certificate of Origin from the Institute de Cereais de Moc ambique with authorised signatures and stamps; the issuing authority must send a scanned copy to DGFT email addresses; the Indian importer must also send the scanned certificate to DGFT to obtain an NOC, which DGFT will grant after comparing the documents, enabling Customs clearance.
