Summary: Section 129 of the Finance Act, 2017 and the Sixth Schedule retrospectively amend rule 2A to provide that the value of the service portion in a works contract involving transfer of land excludes the value of the land transferred. A deeming provision treats actions taken during the retrospective period as validly done as if the amendment had always been in force, creating potential retrospective service tax liability for builders while leaving room for limitation-based defences where show-cause notices were not issued.

Summary: The CBDT Circular dated 11.04.2017 clarifies that salary accrued to a non-resident seafarer for services rendered outside India on a foreign ship shall not be included in total income merely because it has been credited in the NRE account maintained with an Indian bank; crediting to such an account is therefore insufficient to constitute receipt in India under Section 5(2)(a).

The Scheme offers collateral free small loans for non agricultural and allied activities, featuring simple documentation, quick processing and a Mudra Card for working capital access, and focuses on first time borrowers, convergence with other government schemes and meeting credit needs of trained individuals.
Summary: The plan prescribes 405 reform recommendations across twelve areas-labour, contract enforcement, property registration, inspection reform, single window systems, land allotment, construction permits, environmental registration, utility permits, taxation, access to information and sector lifecycle reforms-with 103 newly introduced measures and two new sectors (healthcare and hospitality). States/UTs must implement reforms by the specified deadline and upload evidence to an online portal. Implementation will be monitored through a business to government feedback mechanism whose aggregated scores will generate a ranking of States/UTs reflecting actual reform implementation.
Summary: The Union Government announced release of a Gender Parity Index for India's formal sector as a framework to evaluate gender diversity and women's empowerment in organisations, producing an overall organisational score to measure and track parity; the Index, commissioned by FLO and FICCI, will be unveiled at the 33rd Annual FLO session alongside presentation of FLO Icon awards.
Summary: The Reserve Bank of India updated the reference rate for the US dollar, providing the current and prior day Rupee values and stating that the SDR Rupee rate will be based on this reference rate. It further used the US dollar reference and middle cross currency rates to publish corresponding Rupee exchange rates for the euro, pound sterling and the yen.
Summary: Approval was granted for the listing of eleven CPSEs through a public offer up to 25% of the Government's shareholding, possibly including fresh shares to raise resources; disinvestment quantum and mode for each CPSE are delegated to an Alternative Mechanism.
