Summary: Amendments define the Lokpal Selection Committee composition with presidential nomination of an eminent jurist on recommendation, permit the Lokpal to order investigations after seeking a public servant's explanation upon a prima facie finding, retain the requirement to afford opportunity to be heard at preliminary stages, shift sanctioning power for prosecution to Lokpal with comments from competent authorities, narrow exclusions from Lokpal jurisdiction to statutory public religious or charitable bodies, and accept multiple measures to strengthen CBI while rejecting Lokpal approval for transfers of CBI officers.
Summary: Six corridors have been identified for techno-economic pre-feasibility studies and a pilot corridor is being advanced with a Project Steering Group examining technical and implementation options. The initiative stresses development of a financing model that supports the capital-intensive nature of high-speed rail while ensuring affordability so premium services are accessible to a broad customer base. An international seminar convened experts to produce recommendations on operational models, technology choices, commercial sustainability, and policy measures to enable phased project implementation.
Summary: Amendment substitutes prior TABLE-1 and TABLE-2 in the governing customs notification with updated schedules fixing tariff values in US dollars for specified imported commodities, including crude palm oil and palmolein, RBD palm oil and palmolein, crude soyabean oil, brass scrap (all grades), poppy seeds, and specified categories of gold and silver to be applied for import valuation and duty assessment.
Summary: A centralized Trade Portal provides Indian exporters and importers with a digital database of current MFN and preferential tariffs, Rules of Origin, Sanitary and Phytosanitary measures and Technical Barriers to Trade requirements, searchable by HS code or product name, to assist compliance and successful international transactions; maintenance is to be carried out by IIFT under the Department of Commerce's guidance and the Portal will be expanded based on stakeholder feedback.
Summary: The Government reaffirmed commitment to fiscal consolidation and imposition of fiscal targets to achieve fiscal correction and restore higher growth; financial sector regulators presented suggestions in a pre-budget consultative meeting for examination and processing by relevant departments, and outreach to international investors was undertaken to support an investor-friendly climate.
Summary: Banks must disclose restructured advances in Annual Balance Sheets under "Notes on Accounts" by asset classification and restructuring route, using the annexed format to report opening/closing balances, fresh restructurings, upgradations, downgrades, write offs and provisions. Standard restructured accounts that no longer attract higher provisioning or additional risk weight due to satisfactory performance need not be shown as restructured, but banks must continue to assess and maintain provision for diminution in fair value and retain internal records of such accounts.
Summary: Banks may treat existing KYC as valid for intra-bank transfers where full KYC was done; transferee branches must obtain fresh address proof but may accept a self-declaration with a six-month period to submit documentary proof. Registered rent agreements are acceptable as address proof. Customers must notify address changes within a prescribed period and provide undertakings when opening accounts or updating KYC; banks should revise KYC policies accordingly.
Summary: Persistent high inflation in 2010-12 remained despite a negative output gap because of interacting external and domestic supply shocks, currency depreciation, rising global commodity prices, stagnant agricultural productivity, structural changes in food demand, higher wages, fiscal expansion and strengthened inflationary expectations. Policy response must combine calibrated monetary action to anchor expectations with fiscal consolidation and structural supply-side reforms - including food security measures, market related energy pricing, expanded electricity generation, improved supply chains, exchange rate management and deeper financial markets - to restore durable price stability.
Summary: RBI directs banks to use the provided Financial Literacy Guide, diary and posters to run monthly outdoor Financial Literacy Camps linking literacy with account access. Camps must follow a three-stage, three-month regimen-awareness and diary distribution; introduction of Business Correspondents and enrollment for account opening with ICT demonstration; and a review of account operation and usage-supported by branch visits, timely card delivery and structured monitoring by bank head offices and SLBCs/DCCs.
