Defence modernisation advances with large capital contracts, procurement reforms, and measures to boost indigenisation and industry participation. The Defence Acquisition Council approved capital acquisition proposals worth over Rs 3.84 lakh crore since January 2025, and the ministry signed capital contracts of Rs 1.82 lakh crore in FY 2025 26 up to December; budget execution reached about 80% for capital acquisition and 76% overall. Concurrent reforms include revision of the Defence Acquisition Procedure 2020, promotion of foreign direct investment and private sector participation, streamlining of manufacturing licences, establishment of an export promotion body, implementation of Quality Assurance 4.0 and Industry 4.0 in DPSUs, and creation of a national integrated test laboratory.
