Government reviews stranded renewable projects without PPAs, explores transmission optimisation and green shoe clauses, rejects blanket bid cancellations
The central government, through the renewable energy ministry, is undertaking a case-by-case legal and policy assessment of renewable energy projects lacking power purchase agreements or power sale agreements, with outcomes expected by early January 2026. Over 40 GW of awarded capacity is in advanced stages of securing contracts or transmission connectivity. Authorities are examining mechanisms to optimise transmission use, enable PPAs/PSAs for certain awarded capacities, and review contractual provisions such as green shoe options, while expressly ruling out blanket bid cancellations. Project developers remain in discussions with distribution companies regarding tariff-based PPAs, with current tariffs cited for solar and wind projects.
