<h1>Commerce Ministry hears SEZ stakeholders on SEZ Rules reforms, SEZ-DTA norms, GST mismatch, MSME job work</h1> An industry interface in Chennai between the Commerce Ministry and over 150 stakeholders from SEZ units and developers focused on operational and policy challenges under the SEZ framework. Key issues raised included SEZ-DTA transaction norms, treatment of duty foregone, ICEGATE connectivity, import monitoring systems, reverse job work for MSMEs, and discrepancies between SEZ procurement attestation rules and GST norms. Stakeholders also highlighted lack of parity with DTA entities in concessional duty and duty drawback schemes, effects of new Procurement Certificate procedures, foreign countervailing duties, and QCO applicability on SEZ-to-DTA sales. The Commerce Ministry committed to data-driven review and reforms to enhance SEZ efficiency and competitiveness.
