Legally, attacks on infrastructure used for military purposes can constitute lawful military objectives, but must comply with distinction, proportionality and precautions under the law of armed conflict; deliberately directing strikes at civilians or civilian objects not making an effective contribution to military action or causing excessive incidental harm would be unlawful. The reported pattern, precision-enabled targeting of locomotives and repeated strikes may warrant investigation for potential violations and claims for accountability and reparations.
