It establishes a temporary technocratic transitional governance body overseen by an international Board to administer services and redevelopment until a reformed Palestinian Authority can reassume control, and proposes an International Stabilization Force to secure borders, train vetted police, and enable progressive territorial handover while facilitating unfettered international humanitarian aid and economic reconstruction.
