The bench directed the petitioner to implead all national parties registered with the Commission. The petition alleges the existence of 'bogus' parties, criminalisation and money-laundering through party structures, lack of rules governing party functioning and seeks either ECI rules or a Law Commission study of international best practices to curb corruption and enhance accountability.
