It provides monthly honoraria to cowherds and attendants, per-animal operational payments over four years, and per-acre assistance for fodder cultivation. Eligible operators include registered cowshed committees and approved voluntary organisations; district committees will recommend operators to the state Gau Seva Aayog for formal agreements. Gaudhams will prioritise scientific conservation, training, and internal use of dung.
