Effective by June 30, 2013, all new cards will be issued for domestic use unless international use is requested, requiring EMV Chip and Pin. Existing Magstripe cards must be converted to EMV Chip for international users. International cards will have usage thresholds based on customer risk profiles. Merchant terminals must be PCI-DSS and PA-DSS certified. Banks are to establish fraud prevention rules and implement real-time fraud monitoring. Customers should have easy card-blocking options and additional authentication for international transactions.
