Minister of Finance and Corporate Affairs Smt. Nirmala Sitharaman to lay Foundation Stone of the IICA North-East Regional Campus during the Conclave
The Conclave will host a diverse array of sessions and engagements, including Startup incorporation & regulatory guidance, Incubation and innovation model, Funding opportunities and along with a MoU Signing Ceremony
The Indian Institute of Corporate Affairs (IICA), under the Ministry of Corporate Affairs, Government of India, is set to host the IICA North-East Conclave 2025 on 11–12 July 2025 at the prestigious IIM Shillong Campus. The two-day flagship event, themed “From Ideation to Incorporation,” is aimed at nurturing the startup and entrepreneurial ecosystem across the North-Eastern region. The Inaugural Ceremony will be from 09:30 AM onwards.
This Conclave is envisioned as a catalyst for innovation, incubation, and enterprise development through strategic policy discussions, institutional partnerships, and access to capital.
The event will be inaugurated by Smt. Nirmala Sitharaman, Union Minister of Finance & Corporate Affairs in the august presence of Shri Conrad K. Sangma, Chief Minister of Meghalaya. Smt. Deepti Gaur Mukerjee, Secretary, Ministry of Corporate Affairs; Shri Donald Phillips Wahlang, Chief Secretary, Government of Meghalaya; Shri Gyaneshwar Kumar Singh, Director General & CEO, IICA and other eminent dignitaries will also be present at the event.
The inaugural session will also witness participation from senior officials and leaders representing leading institutions such as IIM Shillong, STPI, NSIC VC Fund Ltd., SIDBI, DFS, NABARD, PNB, SBICAPS, BSE, NSE, ICAI, ICSI, ICMAI, and more.

Special focus will be on women-led startups, regional MSMEs, and entrepreneurial ventures from all eight North-Eastern states.
Foundation Stone Laying – IICA North-East Campus
In a landmark development, the Conclave will witness the Foundation Stone Laying Ceremony of the IICA North-East Regional Campus in Shillong by Smt. Nirmala Sitharaman, marking a significant step in bringing advanced policy education, governance training, and entrepreneurial support infrastructure to the region.
MoU Signing Ceremony
To institutionalize regional collaboration, IICA will sign seven strategic MoUs with the following key institutions like Meghalaya Administrative Training Institute (MATI), Indian Institute of Management (IIM), Shillong, Software Technology Parks of India (STPI), The Institute of Chartered Accountants of India (ICAI), The Institute of Company Secretaries of India (ICSI), The Institute of Cost Accountants of India (ICMAI), National Law University and Judicial Academy, Assam
These partnerships will facilitate capacity building, compliance training, incubation, and regional knowledge exchange.
Indian Institute of Management (IIM), Shillong is the Knowledge Partner for this event.

Startup and Innovation Exhibition
The Conclave will feature a Startup Exhibition, showcasing 39 startups, FPOs, financial institutions, and incubators from across the North-East. This platform will spotlight regional innovation and enable meaningful connections with investors and ecosystem enablers.
The IICA North-East Conclave 2025 is positioned to be a transformative event, unlocking the region’s entrepreneurial potential and aligning national priorities with local aspirations through knowledge, policy, and partnerships.
Startup regulatory guidance to be advanced through an IICA conclave pairing incorporation support with policy, funding and institutional MoUs. IICA will host a two day Conclave to strengthen the North East start up ecosystem by providing startup incorporation and regulatory guidance, incubation models, funding pathways, and policy incentives, with targeted support for women led startups and regional MSMEs.
