A total of 528 posts are lying vacant against the sanctioned strength of 924 in the Directorate General of Civil Aviation. Filling-up of the vacancies is a continuous process and is done in accordance with the laid down procedure.

It is proposed to create a Civil Aviation Authority (CAA) to replace the Directorate General of Civil Aviation (DGCA). The Civil Aviation Authority (CAA) will have adequate financial and administrative flexibility to meet functional requirements of an effective safety oversight system. The CAA would be created through an Act of Parliament. A draft Civil Aviation Authority of India Bill has been prepared.

This information was given by the Minister of State for Civil Aviation Shri K.C. Venugopal in a written reply to a question in Rajya Sabha today.

Civil Aviation Authority proposed to replace DGCA, to be established by parliamentary act providing administrative and financial flexibility. A significant portion of sanctioned posts in the Directorate General of Civil Aviation (DGCA) remain unfilled, with filling of vacancies undertaken under the prescribed recruitment procedure. A legislative reform is proposed to replace the DGCA with a Civil Aviation Authority (CAA) to be established by Act of Parliament, designed to give greater financial and administrative flexibility to meet the functional requirements of an effective safety oversight system; a draft Bill has been prepared.
