Multi-sectoral collaboration required to address urban begging through tailored interventions and inter-ministerial programme convergence for reintegration.
Urgent need for multi-sectoral collaboration to address urban begging and street homelessness by providing coordinated, non-place based, tailor made interventions that overcome barriers-such as lack of permanent address and mobility-that make beggars hard to reach; comprehensive care (health, identity, skilling, rehabilitation) is costly and often delivered via NGOs. The government SMILE scheme offers a pathway through surveying, counselling, shelter, skilling and reintegration by converging existing programmes, requiring inter ministerial integration to remove silos and enable sustained livelihood outcomes.
