Planning Commission has informed that an investment of Rs. 20,56,150 crore by Centre, State and private sector was projected during the Eleventh Plan (2007-12) in infrastructure (defined to include electricity (including non-conventional energy), telecommunications, roads & bridges, railways (including Mass Rapid Transit System), ports (including Inland Waterways), airports, irrigation (including Watershed Development), water supply & sanitation, storage and oil & gas pipelines) against which an investment of Rs. 19,07,579 crore is anticipated.  The break-up of projections and anticipated achievements in Infrastructure during Eleventh Plan are indicated below:

This was stated by the Minister of State for Finance, Shri   Namo Narain Meena in written reply to a question in the Rajya  Sabha today.

Infrastructure investment projections show a shortfall as anticipated funding fell below planned targets, affecting multiple sectors. Planning-stage investment projections for infrastructure during the Eleventh Plan were compared with anticipated realizations, showing an overall shortfall. The defined scope of infrastructure included electricity, telecommunications, roads and bridges, railways, ports, airports, irrigation, water supply and sanitation, storage and oil and gas pipelines, with allocations across central, state and private funding that differed from original projections.
