This follows a pre-consultation paper addressing the allocation of 2G spectrum in 22 service areas, in compliance with a Supreme Court directive. The paper discusses issues such as the amount of spectrum to be auctioned, liberalization, reframing of spectrum bands, auction structure, eligibility, reserve price, rollout obligations, usage charges, and trading.
