India's Universal Health Coverage Plan by 2020: Focus on Financing, Access, Resources, and Reforms per HLEG in 12th Plan.
The Universal Health Insurance Scheme (UHIS) in India, launched in 2003, targets individuals and families below the poverty line, with government subsidies. Additionally, the Rashtriya Swasthya Bima Yojana (RSBY), initiated in 2008, extends health insurance to Below Poverty Line families and unorganized sector workers. A High-Level Expert Group (HLEG) was formed to develop a plan for achieving universal health coverage by 2020, focusing on health financing, access to medicines, human resources, service norms, management reforms, and community engagement. The HLEG's recommendations will be integrated into the 12th Five Year Plan, as stated by a government official in the Lok Sabha.
