The Commission, established under Article 280 of the Constitution, was tasked with making recommendations for a five-year period starting April 2020. The report was submitted in accordance with the Gazette Notification, which required the initial report by November 30, 2019, and a subsequent report covering April 2021 to March 2026 by October 30, 2020.
