Their responsibilities, as outlined in the Sixth Schedule of the Indian Constitution, include law-making on land and forest management, appointing traditional chiefs, and undertaking development projects. The ADCs' revenue sources are limited, primarily taxes and shared royalties from minerals, which are insufficient for development work. The Commission committed to reviewing these financial constraints.
