        Public Notifications / Decisions Issued by DGFT for the Month of June 2011

        The Monthly report on public notices/ Notifications/ important decisions issued by Director General Foreign Trade during the month of June, 2011 is as follows:

        Notification No. 50 dated 3.6.2011

        Export of organic edible oil duly certified by APEDA with a ceiling of 10,000 MTs per annum has been exempted from the prohibition imposed on export of edible oils (which is up to 30.9.2011).

        Notification No. 51 dated 3.6.2011

        Export of organic pulses and lentils duly certified with APEDA with an annual ceiling of 10,000 MTs per annum has been exempted from the prohibition imposed on export of pulses.  Earlier, it was permitted for export up to 31.3.2012.

        Notification No. 52 dated 3.6.2011

        Obtaining release order from the Directorate of Sugar would not be required for export of organic sugar, duly certified by APEDA with a ceiling of 10,000 MTs per annum.

        Notification No. 53 dated 7.6.2011

        Export of 32,095 MTs of wheat flour for the year 2011-12, 35.304 MTs wheat flour for the year 2012-13 and 38.835 MTs wheat flour for the year 2013-14 to Maldives under the Bi-lateral Trade Agreement between Government of India and Republic of Maldives, has been permitted.

        Notification No. 54 dated 7.6.2011

        Export license in Note 1 was introduced in Chapter 25 of ITC (HS) Code to allow export of 5 lakhs MTs for the year 2011-12, 5.5. lakh MTs for the year 2012-13 and 6 lakh MTs for the year 2013-14 of Stone Aggregate to the Republic of Maldives under Bi-lateral Trade Agreement between Government of India and Government of the Republic of Maldives.

        Notification No. 55 dated 7.6.2011

        Export Licensing Note 2 was added in Chapter 25 of ITC (HS) to allow export of 1,185,455 MTs of river sand for the financial year 2011-12 to the Republic of Maldives under bilateral Trade Agreement between Government of India and Government of the Republic of Maldives.

        Notification No. 56 dated 8.6.2011

        Minimum Export Price (MEP) of onions has been changed to US $ 200 per Metric Ton F.O.B. from US$ 170 per Metric Ton.  MEP of Bangalore Rose Onion and Krishnapuram onion would continue to be US$ 350 per Metric Ton F.O.B.

        Cap on export of cotton during the current Cotton Season has been increased to 65 lakh bales from 55 lakh bales.

        A new EDI and user friendly format of ANF 3B has been introduced to facilitate easy filing of applications for grant of SFIS benefits, with effect from 1.7.2011.

        Para 3.11.8 of the Handbook of Procedures Vol-I (2009-14) has been amended.  Till now Shipping Bills filed under Chapter 4 (including drawback), Chapter 5 or Chapter 6 schemes needed a “Declaration of Intent” for claiming chapter 3 benefits.  Now this “Declaration of Intent” is required only on Free Shipping Bills for claiming Chapter 3 benefits.

        DEPB Scheme has been further extended for a period of three months from 30.6.2011 to 30.9.2011.

        Condition and procedure for allocation of additional 10 lakh bales of cotton has been notified.

        India-Malaysia Comprehensive Economic Cooperation Agreement (IMCECA) has been added in the heading of Appendix 4D of HBP Vol-I and EIC has been authorized to issue Certificate of Origin under India-Malaysia Comprehensive Economic Cooperation Agreement (IMCECA), with effect from 1st July 2011.

        Public Notice No. 59 dated 30.6.2011

        Requirement of affixing barcodes will now be implemented in phased manner beginning 1.10.2011 for tertiary packaging.  For secondary packaging it will be from 1.1.2012 and the primary packaging it will be from 1.7.2012.

        Procedure/guidelines on enforcement mechanism under Drugs & Cosmetics Act, 1940 have been modified.
