As hitherto, all the auctions covered by the calendar will have the facility of non-competitive bidding scheme under which five per cent of the notified amount will be reserved for the
specified retail investors.
Variable rate securities may be issued depending upon the market conditions from time to time.
As in the past, the Central Government/Reserve Bank of India (RBI) will continue to have the flexibility to bring about modifications in the above calendar in terms of notified amount, issuance period, maturity, etc. keeping in view the emerging requirements of the Government, market conditions and other relevant factors after giving due notice.
Government securities issuance calendar preserves retail access through reserved non-competitive bidding and allows variable-rate issues. An indicative calendar for April 1 to September 30, 2011 lists periodic auctions with aggregate notified amounts and targeted maturity buckets (5-9, 10-14, 15-19 and 20 year-plus) for dated Government of India securities. Each auction includes a non-competitive bidding scheme reserving five per cent for specified retail investors, and the calendar permits issuance of variable rate securities. The Central Government and the Reserve Bank retain flexibility to modify amounts, periods and maturities with due notice to address financing needs and market conditions.
