<h1>Minority protection: high economic growth plus education and skills are needed to secure inclusive opportunities for disadvantaged communities.</h1> High sustained economic growth is necessary for benefits to reach disadvantaged and minority communities; post liberalisation growth reduced poverty unevenly. Education and skills acquisition, including reform and technological support for madrasas, are the primary mechanisms to convert growth into opportunities. Engagement with welfare and credit schemes and targeted public-private educational partnerships, such as satellite delivery of English, maths and science, are promoted to improve access, employability and inclusive outcomes for minority youth and women.
