Government through the Ministry of Statistics and Programme Implementation monitors on-going Central Sector Infrastructure Projects costing ₹ 150 crore and above on time and cost overruns, on the basis of information provided by the project implementing agencies.

As on 01.10.2015 a total of 783 projects were on the monitor of this Ministry. Of these, 220 projects were reporting time overruns with respect to their original project implementation schedule.

The major steps undertaken to ensure completion of Central Sector Infrastructure Projects without time and cost overruns include: rigorous project appraisal; On-line Computerized Monitoring System (OCMS) for better monitoring; setting up of Standing Committees in the Ministries for fixation of responsibility for time and cost overruns; regular review of infrastructure projects by the concerned administrative Ministries; and setting up of Central Sector Projects Coordination Committees (CSPCCs) in the States under the Chief Secretaries for removal of bottlenecks and for facilitating the speedy implementation of major projects.

The Government of India (GOI) initiates projects through concerned Ministries / Departments which are entrusted with the work of their implementation and direct monitoring. However, the progress of various projects including stalled projects is also monitored by Prime Minister’s Office (PMO) by convening meetings etc. at different levels from time to time. A programme namely ‘PRAGATI’ (Pro-Active Governance And Timely Implementation) has also been initiated by PMO to monitor the projects / schemes. This is a three tier (PMO, GOI Secretaries and Chief Secretaries of States) Information Technology (IT) based redressal and monitoring system where the Prime Minister interacts through Video-Conferencing on various issues (including those relating to stalled projects).

This is a continuing on-going review mechanism at the highest level to expedite the implementation of the programmes and projects. Seven (7) meetings of PRAGATI have been held. Various projects have inter alia been reviewed, and directions given to resolve the implementation problems and expedite the execution and completion.

State-wise, project-wise, details of the projects, installed due to disputes or court cases or because of lack of coordination between Government Ministries/Departments/Bodies etc. is not centrally maintained.

Project monitoring through IT-based PRAGATI ensures central redressal and expedited implementation of major infrastructure projects. Central monitoring of major infrastructure projects is effected through Ministry oversight and the PMO's PRAGATI, an IT-based three-tier redressal and monitoring mechanism linking the PMO, GOI Secretaries and State Chief Secretaries. The Ministry tracks Central Sector Infrastructure Projects above the cost threshold for time and cost overruns, applying rigorous appraisal, an Online Computerized Monitoring System, Standing Committees to fix responsibility, regular administrative reviews and State-level Central Sector Projects Coordination Committees to remove bottlenecks. PRAGATI provides high-level video-conferenced review and escalation, but detailed data on projects stalled due to disputes or coordination failures is not centrally maintained.
