A Preparatory Committee was tasked with integrating the TFA into the WTO Agreement. The General Council was to adopt the Protocol by July 2014, with acceptance open until July 2015. However, progress on public stockholding for food security and other development issues lagged. India insisted on a permanent solution for public stockholding and other Bali deliverables before agreeing to the TFA Protocol, advocating for a time-bound approach to ensure food security aligns with international obligations.
