can service tax and vat both are charged simulteneously on packged software purchased by us from respective programmer .

i want to purchased software regarding income tax solution . respective seller will be charged  service tax and vat both simulteneously .can he do so. kindly suggest us.so that i can purchased that software as soon as possible
