Sometimes it happens that ER-1 is not filed online due to some technical problem. But if it is not accepted online that means that ER-1 is not filed. You have mentioned that you tried to submit hard copy of the ER-1 in the Range Office but the officers refused to accept. The Range Office cant refuse to accept hard copy, yes this may happen that you could have approached the Range Office after the stipulated time i.e. 10th day of the next month and asked them to accept it on the earlier dated as if it is submitted in time because youu could not file it electronically due to technical problem. If this is the situation the Range Officer is free not to do that. But if you have approached the Range office within the stipulated time limit he cant refuse to accept the hard copy. Not filing ER-1 electronically by the assessee who is required to that is an offence, but for this Range Office will have to issue a show cause notice and you will be given all opportunity to explain your situation and your innocency and there may not be any penalty if the adjudicating authority is convinced with your reasons.
Further, in future you may take care by filing the return well before the last date . What happens is people wait for the last day to file return and if in the last minute some technical problem occures they get in unnecessary problem, so take care and file ur return well in time, it is n ot necessary to file your return on the 10th day, rather 10th is the last day.
