Exit from EOU

We have a unit where we manufacture plastic spools. We import/buy synthetic filaments in bulk packings and subsequently rewond into small packings on the bobbins made out of us. This is a 100% EOU. We would like to come out from EOU status. Our issue is the import product and also export product falls under the same CETH (Except production of plastic spools there is no manufacturing activity). In this situation shall we get Advance License from the authorities with applicable waste %.
