Submission of Form 15G/15H: NRIs are not eligible to file them for non deduction of TDS on NRO interest.

 can some body can guide the following:

 whether an NRI can submit Form 15G or 15H for non-deduction of tax from his/her interest  earned from NRO rupee deposits.

Different views or articles come in the papers and magazines.
