Individual Challenges Excise Department Over Chartered Engineer Certificate Requirement for Machinery Import Under 0% EPCG Scheme An individual imported machinery from China under a 0% EPCG scheme and sought an installation certificate from the excise department. However, the department officials refused to accept the request without a Chartered Engineer's certificate, despite the individual's claim that it is not required by rules, citing past experiences. In response, one advisor suggested obtaining the certificate to avoid disputes, while another recommended referencing a specific CBEC circular to support the request, but also acknowledged that having the Chartered Engineer's certificate would facilitate the process.
