Is cess on TDS canceled

Hello every one 

I am new to this site.... I want to know that the cessess on TDS are canceled or what....? if canceled is there any notifications....please help its urgent...

Cess on TDS removed: no surcharge or cess applies to tax deducted at source following budget change. No surcharge or cess is levied on the amount of tax deducted at source; the finance budget clarified that TDS calculations exclude any separate cess or surcharge component. (AI Summary)

No surcharge or cess is levied on the TDS amount. The same is passed in the Finance Budget.
