TDS deducted and then refunded to wrong pan number

For AY 2022-2023 TDS was deducted from my bank account even though I had filed the taxes in ITR filing. When brought to notice to the bank, they refunded the amount to the wrong pan card number. (Customer ID was wrongly input by the bank employee sending the refund to the wrong pan card number).

After following up with the bank, they deposited the money back to my pan card number. 

How do I withdraw the money from my pan card? Adhaar card, bank account are linked to pan card. I"ve already visited the AO in my Jurisdiction area. They don"t seem to be cooperating even after visiting 3-4 times. Is there a way to be able to withdraw/ get this money back online?
