Firstly, please check whether fees was inclusive of GST or not?

Secondly, ask them to depict their GST Registration at prominent place of their place(s) of Business.

Thirdly, ask them to show the proof of deposition of GST to the Revenue Department and proof of submission of statutory periodic returns.

If, they fail in above statutory compliances, then, you have all reasons to lodge a complaint to the nearest GST Department against them.

After in agreement with the above points, also the following aspects are to be checked :-

Whether GST registration no. is mentioned on the receipt issued by the coaching institute ?

The coaching institute may be unregistered.

Turnover may be below threshold limit .

So before going  ahead  take care of all the points.

In addition to afore said reverts, If a coaching institute has taken fees in cash and issued a receipt without including GST, and they are not showing or charging GST where applicable, you can legally file a complaint with the tax authorities. Here’s how to proceed:

🧾 Step-by-Step Guide to File a Complaint for GST Evasion

✅ 1. Understand if GST Should Apply

GST is applicable on coaching and training services if the institute’s annual turnover exceeds ₹20 lakh (₹10 lakh for some states) and they are not exempt. Many coaching centers are liable to:

  • Collect GST @18%
  • Show GSTIN on the invoice
  • Issue proper tax invoices with GST breakup

If they don’t, and still charge high fees, they might be evading tax.

📍 2. Collect Evidence

Gather the following:

  • Fee receipt or any proof of payment (even if in cash)
  • Name, address, and contact details of the institute
  • Course name, date of joining, and amount paid
  • Communication (email/WhatsApp/SMS) if available

🛡️ 3. File Complaint via the Official GST Portal

✅ Method A: Report GST Evasion Online

Go to the official site:

🔗 https://www.cbic-gst.gov.in → Click on “CBEC Mitra Helpdesk” or use the "Lodge Complaint" section.

Alternatively, you can directly file it at:

Choose:

  • Type of Complaint: GST Evasion
  • Nature: Not issuing GST invoice / collecting cash without GST

You may remain anonymous or choose to give your name and contact for updates.

✅ Method B: Email or Phone Complaint

  • 📧 Email to GST Helpdesk:

👉 [email protected] or [email protected]

  • ☎️ Call GST Helpdesk:

👉 1800-103-4786 (Toll-free)

Provide full details including the name of the institute, amount paid, and lack of GST on receipt.

🏛️ 4. Visit Local GST Office (Optional but Stronger)

You can also visit or write to your local GST Commissionerate office with a written complaint.

Find your local office here:

🔐 Important Notes

  • It is illegal for a registered institute to collect cash and avoid tax.
  • You are protected as a whistleblower; your identity will be kept confidential if requested.
  • Tax authorities may audit the coaching center based on your complaint.

Formal Complaint Email or Letter - GST Evasion

Subject: Complaint Regarding GST Evasion by [Coaching Institute Name]

To,

The GST Helpdesk,

Goods and Services Tax Department,

[State/Central] Government of India.

Date: [Insert Date]

Subject: Complaint Against [Coaching Institute Name] for Non-Issuance of GST Invoice for Fee Payment

Dear Sir/Madam,

I am writing to lodge a formal complaint against [Coaching Institute Name] located at [Institute Address]. On [date of payment], I paid the sum of ₹[Amount] towards coaching fees for the course [Name of the Course] offered by the aforementioned institute. The payment was made in cash.

Upon paying the fees, the institute issued a receipt without any mention of GST. The receipt does not show a GSTIN (Goods and Services Tax Identification Number), nor does it specify the applicable GST amount, which is a violation of the Goods and Services Tax (GST) law. As per the prevailing GST rules, coaching institutes are required to collect and remit GST on educational services, unless specifically exempted. It is my understanding that the institute, with a turnover exceeding the prescribed limit, should be charging GST on the fees.

Here are the details of the transaction:

  • Institute Name: [Coaching Institute Name]
  • Institute Address: [Full Address of the Institute]
  • Course Name: [Course Name]
  • Amount Paid: ₹[Amount]
  • Payment Mode: Cash
  • Date of Payment: [Date of Payment]
  • Receipt Number/Details: [Receipt Number or Reference if any]

I have attached a copy of the receipt for your reference. I would like to bring to your attention that this action constitutes GST evasion and violates the GST Act.

I request that your office take appropriate action to investigate this matter and ensure that the coaching institute complies with all applicable GST laws, including the issuance of proper invoices and payment of GST.

Please keep me informed of the steps taken and any follow-up actions required from my side. I am available for further information if needed.

Thank you for your attention to this matter. I look forward to your prompt response and resolution of this issue.

Sincerely,

[Your Name]

[Your Contact Information]

[Your Address]

[Your GSTIN (if applicable)]

Note:

  • If you’re sending this as an email, you can simply copy-paste this text into your email editor and attach the receipt as a PDF or image.
  • Ensure the attachment is clear and legible for reference by the authorities.

Feel free to adjust any details and let me know if you need any further modifications. Would you like me to help with the formatting or review before sending?

In addition to our abovementioned reply on your query, be alert that Income Tax Department can ask you about the source of Cash which was deposited by you as fees. Keep the documentary proofs handy in case you get a notice from IT Department in this connection.
