Supplier is supposed to mention "Whether GST is payable by recipient under Reverse charge" Y/N. If yes the recipient will pay GST.

Supplier is not responsible to pay GST on the service which is covered under reverse charge notification.

Not issuing a proper invoice could at the most nbe a procedural non-compliance. No need to pay the tax by supplier when it is liable under RCM

Tax liability under RCM in respect of specified goods/services/persons is on the recipient not on supplier .The recipient is responsible to pay also interest if chargeable as per the prescribed procedure of GST . I also agree on the views of other learned friends.
