Monetary limit for filing of appeal before CESTAT

On this website (TMI) I am not able to find the instructions of CBIC dated 22-08-2019 regarding raising of monetary limits for filing appeals by the department. I have tried all sorts of combinations and permutations but to no avail. Can any Ld. member help me on it by sending me the link to it.
