It means filing is still not allowed by Common Portal System. It is not error on your part but matter of timing. Wait for the opening of the provision for this purpose in the common portal.

Agree with Sh. Kasturi ji. The same has been taken up with GSTIN team and functionality to submit GSTR-1 returns for period Aug-Oct'17 shall be enabled shortly.

A message has been circulated by GST to all the registered assessee stating that assesse can upload outward details. Meanwhile filing GSTR 1 will be enabled.
