Assistance need to revive the company which is strike off by ROC

The Company Pvt Ltd was incorporated in June 2000 and the this company has been strike off and since the incorporation period, the company business is active and have been filing IT returns regularly.

No ROC documents were filed.

All ROC documents can be filed now. There are only 2 directors and both are available now. No DIN available.

Request expert advice on:

1. Where to file the application for revival.

2. How long will it take to complete the process ?

3. Can now this application be filed before NCLT ?

4. What would be the approximate cost from revival to filing of 16 years returns with penalty ?
