Manufacturer Queries Installation Certificate Source for Spares Under Zero Duty EPCG Scheme; Clarification Provided on FTP 2015-20 A manufacturer with Central Excise Registration inquired about the requirement for installation certificates for spares imported under the zero duty Export Promotion of Capital Goods (EPCG) scheme. They sought clarification on whether the certificate could be obtained from a chartered engineer or Central Excise authorities, as per the Foreign Trade Policy (FTP) 2015-20. A consultant responded, citing the Handbook of Procedures, which allows the authorization holder to choose between a certificate from the Central Excise Authority or an independent Chartered Engineer, with a submission deadline of three years for spares.
