Procedure for Factory Stuffing Permission: Self-Sealing for Exporters, Excise Verification for Non-Status Holders Required A query was raised regarding the procedure for obtaining factory stuffing permission from customs and whether excise authorities need to be present during container stuffing at the factory gate. The response outlined the procedure for granting Factory Stuffing Permission (LoFSP) for exporters, emphasizing the need for prior verification and compliance with various requirements. Manufacturer-exporters must self-seal goods under free shipping bills, but can opt for factory stuffing under export incentive schemes. Non-status holder exporters require verification and a No Objection Certificate from Central Excise Authorities. The LoFSP is a one-time permission, subject to periodic review and potential cancellation if adverse reports are received. (AI Summary)
